The Logic Framework of the iPiPE CAP

 

To achieve our mission, iPiPE participants are working toward a set of knowledge, action and condition outcomes.  Knowledge outcomes occur when participants learn.  Action outcomes involve a change in participant behavior, for example participants act on what they have learned.  Finally, and most importantly, condition outcomes occur when societal condition is improved as a result of the actions of iPiPE participants.




Knowledge Outcomes 
Participants with different roles in the CAP gain specific types of knowledge via the iPiPE:
  • Researchers increase their understanding of the dynamics of target and other important endemic pests
  • Extension professionals, students, and stakeholders increase their knowledge of distributions of target and other important endemic pests
  • Extension professionals improve their advice to growers and their consultants
  • Growers and crop consultants improve their ability to identify important Crop-Pest Program pests
  • Growers and their consultants gain new and improved knowledge of IPM practices for target and other important endemic pests
  • Students increase their knowledge of food security and IPM concepts
  • The general public learns from the improved pest distribution maps in the national pest observation depository

Action Outcomes
Stakeholders with different iPiPE roles experience behavioral changes through their participation in the CAP:
  • Extension professionals increase their use of cyberage IT to communicate commentary and guidelines for pest management to stakeholders;
  • Growers and crop consultants expand their use of cyberage IT tools and information products to improve timing and location of scouting;
  • Growers increase their use of IPM;
  • Students seek out opportunities (jobs and graduate programs) that emphasize use of cyberage IT in extension and pest diagnostic activities; and
  • Non-iPiPE CAP scientists use iPiPE pest databases housed in a national pest observation repository for research

Condition Outcomes
These occur when societal condition is improved as a result of the actions of iPiPE participants.  Changes in societal conditions that the iPiPE CAP will foster include:
  • Adoption of “culture” of sharing pest observations in agriculture
  • Use of cyberage tools to guide growers in management of target and other important endemic pests to minimize food security risk and maintain crop yields
  • Improvement in student post-internship job and graduate school placemen
  • Development of a partnership among university, government, and private industry to sustain the IT pest information platform
  • Employment of a nationwide infrastructure of stakeholders linked by the web that track and respond to new pest-related food production threats
  • Enhanced global food security
